Robert Hedden, Chief Executive Officer/Owner

The owner of the Stellar Care organization, Robert Hedden has worked for the developmental disability community for many years and has been committed to expanding and developing a variety of integrated programs.

Robert earned a Bachelor of Science degree from the University of Northern Colorado in Recreation Administration in 1995, and a Masters degree in Business Management from the University of Phoenix in 2006. In August 2010, Robert decided to use his expertise and skills to start his own agency called "Stellar Care and Services."

Robert’s philosophy is that people with developmental disabilities should enjoy the same rights and responsibilities as all other people. They should be allowed to be active members of their mainstream community and experience all aspects of community life, like every other adult. In return, Robert believes communities are healthier and happier when all people contribute according to their strengths.

When Robert leaves this world he wants to just be known for "making a difference" in the lives of those who have an intellectual and developmental disability.

Paul Strange, Chief Operating Officer

Paul came to Stellar Care with more than 12 years of experience working with people who have intellectual and developmental disabilities. He brings many years experience as an executive director, area director and program director of a variety of programs supporting people in the DD field.

He served over 20 years in the United States Army and holds numerous certificates in leadership. He earned a Bachelor of Science degree in Business Management and a Masters degree in Community Counseling from the University of Phoenix.

Paul believes all people should be treated with dignity and respect, and have the opportunity to experience all aspects of the community, while being afforded a chance to set and realize individual goals and dreams - always moving forward.

Jennifer Risdall, Southern Regional Director

Jennifer came to Stellar Care in 2017 with a background in child welfare and healthcare leadership.

Her most recent role was as an executive director in hospice where she found reward in serving individuals at the end of life and identifying skilled and qualified staff for the provision of hospice services.

Her passion is in working with vulnerable populations and Jennifer was drawn to Stellar Care’s mission to serve adults with developmental delays and intellectual disabilities. Her extensive experience in the child welfare realm has allowed Jennifer to build many community connections to include the Department of Human Services, the court systems, and community health. Jennifer has a Bachelor’s degree in Communication from the University of Colorado at Colorado Springs.

Jennifer loves to watch baseball during her free time and has spent countless hours traveling to watch her son play. She loves the outdoors, socializing with friends, and spending time with her family.

Jenny Catlin, Northern Regional Director

Jenny found her home at Stellar Care in 2023. She brings with her over twenty years of human services' leadership experience and has worked in numerous capacities within the field, from Director to Peer-Support Coordinator. Most recently, Jenny served as the Assistant Director for a residential safe house and community-based mental health agency for adolescent and teen sex-trafficking survivors.

She has taught writing, English, and GED prep in prisons and classrooms and is a Certified Yoga Teacher whose focus is adaptive yoga for all bodies and abilities. She values both traditional and non-traditional education and holds multiple degrees and certifications. Most recently, she completed a master’s degree in Ecopsychology, focusing on Wilderness Therapy Practices for vulnerable people. Jenny is passionate about engaging with and celebrating marginalized and underserved populations. She believes in the right of all people to live meaningful lives, and she is honored to have the opportunity to use her eclectic personal and professional skills to serve adults with intellectual and developmental disabilities.

Jenny writes non-fiction for fun and loves dirt track racing and professional wrestling. In her free time, she works on and road trips in her 1991 Chevy G-20 Van.
